III. Experience II. Ireland
(2) 2 §.2. Democratic &c

Protection of the worst
governments trusted to
by them
1. Those of habit
2. Form of prejudice
3. Difficulty of effective
concert amongst men
unused to political
concerns.
They trusted to those powerful protectors of the worst government
the form of habit, the form of prejudice, and the difficulty of an
effective concert among men unarmed in the art and science of government in theory, and above all
in practice.

To the risk they could
not be insensible:
Such danger is never
undervalued. Without
immediate risk they
could not but incurr it.
They submitted with
good grace. Applause
they gave, and 16,000
stands of arms.
That in so doing they should have been insensible to the
risk they were running to the danger magnitude of the danger
they were exposing themselves to, was not in the nature of the
case. In this situation every danger of this kind is magnified
and overvalued rather than undervalued. But
to avoid exposing themselves to it without immediate risk
was manifestly impossible. They submitted to it with as
good grace as they could. They not only gained in applause
and thanks to the objects of their jealousy, but
put arms into their hands: 16,000 a stands of arms is
the number mentioned.

Of these Volunteers
the number is variously
reported.
Per Whig Hardy, easily
42,000
Per Tory Adolphus
published Ao 1
"exaggerated" 60,000
Per private account
80,000
Of the p Volunteers thus armed, mostly at their own expence the number is
variously reported: b it was of course various at different
times, and as encouragement encreased naturally
all along upon the encrease. According to In a Whig history
by a Statesman deeply engaged in the business the number stated as no more than 42,000: but
the time spoken of on this occasion was one county town. In a Tory
history by written long afterwards by a stranger,
the maximum is stated as 60,000: but this number is
in the same place termed an exaggerated one || By Priest Adolphus Hist of
George 3 to 1783
information says 20,000 an Irishman br living and observing at the time I have
heard it stated as high as 80,000
