☞ Morn. Chron 6 Jany 1820 Grattan's Answer to Address from several Dublin
Parishes Voters to Mr Grattans Speech against radical reform
4 March 1794 in the ho Irish House of Commons
Par. 1. [Vital and fundamental &c] Vague and ungrounded
assumption. And in British Constitution, a mere phantom of
the imagination, made by every man, on every occasion
in his own form and for his own purposes: As no such No Constitution
Constitution no articles exists, neither does any article of it exist.
On this subject there have been various Acts of Parliament
it is true, but all varying. Would you know the difference
between a sham pretended constitution and a real one? Look here to the
American United States: there you may see 22 of them
each of them with its Constitution in black and white, and
a Constitution for their Common Government the Congress.
Par. 2 [Rights of man — given to the individual — the fruits of his
own industry.] Here for the first time comes the assumption of the thing
to be proved: namely that of universal suffragists were electors
all property would be ravished from the personal proprietors. This
much alone is clear, all the rest is confusion and nonsense.
Among The positions laid down or insinuated in it is one form
which if admitted it would follow that all taxation established by law is
illegal not only unjust but illegal. Another is — that instead
of all concurring in the choice of representatives for the
equal government of all the places or that each should have
any man should himself legislate over every other.
