This is the Bar-vice-Amendment fallacy. A measure is
brought forward, the opposer sees in it what in his eyes is an
imperfection, seeing at the same time an amendment by the
application of which it would, also in his eyes, be removed.
This being the case he keeps the remedy to himself, takes
for granted the imperfection belongs to the essence of the measure
and inveigles against it accordingly.

In the present instance the measure is radical reform,
radical reform composed of secrecy, virtual universality, do practical
equality and annuality of suffrage. The suppose imperfection
is the too great extension of the right of suffrage: the
extending of it to those, who having no property of their own
would choose such and such only as would assist them
in dividing among the ma majority composed it is said of non-proprietors
the property of the minority — the sole proprietors.
Well then This then is the supposed imperfection. Well then
admitting for argument sake the supposed imperfection to
be also a real one, and one of such magnitude as if
unremoved, to oppose in b an insuperable bar to the
measure, here then is an obvious remedy, and that a
manifestly effectual one: exclude shut do the door from the right of suffrage
all those who are not possessed of what you regard as
property, shut the door against them: but, this done,
have it or throw it open to all the rest.
