In this context the real parties are on the one part
the ruling few, on the other part the subject many: the higher
orders classes with the exception of a comparatively few: the on the
other part the lower orders that is the great majority of
the people. The persons to whom in the character of Judges
all the pleadings are addressed are principally the middling
classes: the of the highest classes such individuals as
either by generosity or more enlightened and deserving
voice of personal interest can be drawn aside from the
confederacy of those of their own class; and among the
lowest orders classes such as from time to time can be prevailed
upon to turn their thoughts to a subject on which
they are so deeply and universally interested, and
to join their exertions to those of the more prosp who having the same interest
wh or at least the affection which sprang out of the same interest are already embarked on their side and on their cause.
Persons of all these several descriptions may be gained by
argument: addressed to those arguments will not be altogether
destitute of all hope of use:
As to the great body of the ruling few: of those
all the expense of whose particular interest in extraction
of the whole would have to serve, in these one so
circumstanced argument would be as compleatly thrown
away as if addressed to sticks and stones. To the
self-regarding part of their affection and to the social part
must to all considerations be addressed that possess any the
smallest chance of operating with effect. In plain language
intimidation must be the instrument: that instrument which
they themselves are throughout the whole course of this time
occupied in encreasing with such unrelenting perseverance energy.
