Of Punishments

With regard to the particular modes of punishment
which in the course of this work I have found myself obliged
to propose, there is one thing I would wish the reader all
along to hear in mind; viz: that for most of them I have
very little predilection. In this kind of business the authority
of reason is extremely limited. All it can do is to
settle first principles and draw outlines; the rest must
be left to the capricious and instead suffrages of sentiment
and imagination. In truth so capricious and so
unsteady are their suffrages, that the same punishment
which in a given case one person has not been able to
bear the mention of without honor
