Rationale of Reward
3 p.10. Note to the words "experience has demonstrated the
"wisdom of the constitution, which regarded in a certain point of
"view appears so absurd". 20 Octr 1824.‡ I know of no experience
that has not contributed to demonstrate the contrary. J.B.
"Absurd"? Yes: supposing the object of Governors to have been
at the time in question, the greatest happiness of the greatest
number: a supposition which except in so far as the greatest
number, of those whose interests could not be separated from
theirs, have by having the choice of governors, been thereby in
effect the governors, never has been realised, nor so long as
man is man ever can be. Absurd? no: supposing the government
in the hands of those by whom, & for those benefit,
at the expence of the happiness of the greatest number,
perpetuity has thus been given to honor thus mis-seated.

the vast majority into, & keeping them for ever plunged in indigence
& misery, nothing more is needful, than the consistent
and persevering application of the principles advocated by the
two Statesmen – organs – the one of the Whits; the other of the
Tories.
