Rationale of Reward
§.1. Scale of Ranks
As to her institution, viewed at a distance,
there is a glare in it which in those early days
fascinated some an unpracticed eye: viewed closely in these maturer
days, the utility of it though it is far
from vanishing, is narrowed.
As to the state of things in question The conception conveyed of it in the Rationale
of Reward is not in point of fact correct.
The work, by which the Institution in question is
established, lies now before me. From what I see
in the Rationale about Secretaries, Medical men and Academicians,
in the Rationale of Reward I can not but conclude that, at
the writing the passages in question, the Ordinance
of the Empress had not been seen by me: for of no
such functions or occupations as these, is any
mention to be found in it.
So little accessible is it at present, that
were the consideration of it ever so much more
pregnant with instruction than it is, no comment
that could be made on it would at present pay
for the place occupied by it page-room. Some Particulars relative
to it may be seen in the Note (a.)
