Rationale of Reward
§.1. Scale of Ranks
For as to this power, it being as above established that
the purpose of increasing the aggregate mass of service
rendered to the public, is not his purpose, no other end
can it have but than the serving, at the expence of the
public interest, his own particular and sinister purposes.
A certificate such as the above can not be given
without judicial evidence of desert. By no such evidence
of desert, is the grant of an instrument of factitious dignity
ever preceded. Except for the purpose of abuse, no
person would employ an instrument liable to be
misapplied, in preference to an instrument equally efficacious,
and not liable to be misapplied.
