Rationale of Reward.
§.1. Scale of Ranks
So much for instruments of factitious dignity
considered in the most general point of view. Nor
yet were the eulogiums bestowed upon the instruments
of factitious dignity here in question, altogether
misapplied. Brought to view as they will be in the
next paragraph, it will be seen that it is not without
it's uses. But these uses what are they? With an exception,
no other than those which belong to money, to that
instrument which indeed is capable of being applied
to the best purposes, but is not less so to the worst.
Advantages of factitious dignity in the shape
here in question.
1. Of the payment made, in compliance with
this sort of draught, the burthen is less felt than in the case
of money.
2. A fund of hope is created by it. N.B. This
it has in common with a lottery: – with any lottery.
3. The sum of human enjoyments is increased
by it. Yes: were it not for the abuses and consequent
sufferings which, as above, are inseparable from the
use of it.
4. It makes so great an addition to the
force of government.
