Rationale of Record §.1 Seats of Parties

What once not have been proposed is that before
those classes compared one with another any such gradation should have place
They are With relation one to another they are as to say dispensation Will there are to be the number in question what is it this
can be? They must be ranks of Secretaries, Rankranks of
Judges ranks of Phy Medical men. Ranks of Academicians

In the case of each or every one of them, these ranks suppose a
scale of ranks, advance from rank to rank will be either without
regard or with regard to meritservice. If without regard to merit
it will be a discouragement to merit. If with regard to merit,
the merit regarded will be either ordinary merit or extraordinary
merit. If, without regard to any other than ordinary
merit there will be no use in it. If with regard to extraordinary
merit, it will be the effect of it will be the substitutive
an ill grounded<add>reward an</add> certificate of <add>such</add>merit, a bad criterion to a perfect one, and that the only perfect one
The perfect one consists in the giving employing in so far
as necessary or useful the power of government in making
conveying to us communicating to the largest extent possible
information as particular as the nature of the case abuses of
the extraordinary service rendered. Except where far in some special account
means in addition is necessary any this being the most apposite
mode principal and of remuneration any other either substituted to it or
added to it will but counteract the effect of it
