Rationale of Reward §.4 Scale of Ranks

Rank is a draught drawn by those by a on the
payee for a certain portion of this respect. Suppose rank out
of the case the respect of the people will of course be governed
by their opinion of the imposition beneficialness of the situation itself
and of the beneficialness of the conduct of each functionary in
that situation by their opinion which in proportion in this advance
in knowledge and judgement who the real beneficialness
of the situation and the individual The In the scale of respect
this is the most apposite and beneficial best order which the nature of the case admitts
of: of any other such draught by whom so can draw
the only effect cancan be the substituting to this not only apposite
and beneficial ground of respect a less beneficial and if not a absolutely
a comparatively ficial one

As to Catherines Scale of rank no regard to merit
or meritorious in any shape service does it so much as profess to know. in any shape

It is analogous to the English Henry the eighth Statute of proceeding, inacted
by Henry the eighth. For To the mostleast meritorious individual
in the a superior higher rank say at now to the most consummate scoundrel it commands more respect to a pain
than to the most virtuous and benf beneficialbeneficient individual in
an inferior rank

Thus it is that taken in the aggregate so far from augmenting no other effect
can it have but to lessen in a country quantity of useful meritorious
service official and non-official. This in whatever kind were
the power of draughting these draughts. But in a Monarchy
it this power is of course almost exclusively in the power of the Monarch
The service for which it is drawn will therefore of course be that
which consists in obsequiousness to his will, or to that of his a
those who in favour him, or to that of those who are in favour
with them

Catherines

Acto Land Surveyors and Advocates are placed above Judges
least is to say as to Advocates certain sorts of Advocates over certain sorts of Judge

Ranks 14. Exception inserted into each its out par
'quelque and plus haute': precedence in each rank precedence
determined by the day of creation No mention made of any such functionary as a Secretary: as a
Medical man.
