If as elsewhere shewn all factitious dignity is
pernicious having no other effect than the substituting to a
scale of repe respect the in the highest degree beneficial to ex
the community a different one less beneficial or positively
malificial or at best less beneficial so so far as regards
the augmentation of meritorious service nothing but evil
can be the effect of such the particular institution in question
or any other of this sort.
If of those in whose favour the draught is drawn the
choice be arbitrary, it is an instrument of arbitrary power
put into the hand of the person or persons by whom it is drawn
and arbitrary in every has the choice been every where done to this time
If the government be a Monarchy and the person in whom the
choice is invested the Monarch here is an instrument by which
the power of the Monarch is rendered more so merit the more
arbitrary: and under in every Monarchy it is in the Monarchhe
that the Monarchy the hands in which the mischievous
instrument is lodged.
