Rationale of Reward.
As to the Prussian Story, it is a pretty one,
but it is hollow and proves nothing. Frederic gave
small salaries to his functionaries; and they were
all thieves. Catharine the 2d of Russia took the
same course, and the result was the same. Alexander
pursued it: result, still the same. See Cochrane
see Lyal: see even the Newspapers. Indubitable the
effect. But the cause – where is it? In the non-application
of the only real antiseptic abovementioned: it
would apply itself of itself, but the despot will not suffer
it. Why? because, in addition to the misdeeds by which
he is a loser, it would expose to view those by which,
in his own view of the matter, he is a gainer: it would
raise up a power that would be a check upon his own.
Suppose now the antiseptic light kept fixt upon
every part of the official conduct of every public functionary,
what would have been the consequence?
In no shape could delinquency have been meditated,
without finding this or that individual, or set of individuals
engaged by adequate interest to give publicity
to it. An extent, natural without aid from factitious interest,
would suffice. An office, with the emolument
and power attached to it, suppose it put up to competition.
Suppose now that, added to that which an apt candidate
had of his own, the emolument was not enough to afford
a living profit, who would put up for it, or so much as accept
it? Nobody: for nobody who could stand any
chance of being accepted, would for a small and momentary
profit, repose himself to little less than certain
and immediate punishment and disgrace. Every smuggler,
for example, would in every fair trade, behold
an opposing a vigilant watchman, not the less inexorable for being
unpaid.
