Rationale of Reward.Pensions of Retreat

Reason for the Benefit to the service from increase assiduity and attention to business on the part of the functionaries.

It is for the Legislation to take care of the public:
it is for individuals, on these occasions, to take care of themselves. When the legislature takes care of the few, it is at the expense of the many; when individuals
take care of themselves, it is at their own expense. Give the pension, each individual who has it n his power will either take the office or not, according and so his calculation, acceptance will or will not be for his advantage: forbear giving the pension, so will be in this case. In both cases, calculation is liable to fail, and exactly as much so in the one as in the other.

As to the comfort, when you have indemnified men against the consequence of improvidence in the occupations of public functionaries, do so in all others. Applied to that one alone, such liberality is quite sufficient to reduce England to the condition of Spain witness what has been proved in the defences of economy against Burke and Rose. On an occasion of this sort, one class of persons there is whose comfort is always thought of those to whom money is given: given at first, for doing
little, and at last for doing nothing: another, whose comfort is never thought of: those out of whose pockets
the money is forced.
