Plan
1
The business is to make the circulation as extensive
as possible.
2
An infallible means of doing this would be to make an abatement in the price
3
This might be done in two ways
Either by allowing a discount on the abonnement
only.
4
Or by making an abatement (suppose of a half
penny) one on each day's paper.
5
Pay more attention than is commonly paid by
the Newspapers to foreign intelligence – for
this purpose let every foreign newspaper be procured
without exception#
6
Qn. whether any thing might be done towards
rendering it more interesting by limiting the
number and species of Advertisements. Quack
Medicines might be struck off without any difficulty.#
7.
Take proper measures for giving accurate accounts
of all interesting Trials and other Law Proceedings.
8.
Qn. whether it might not be of use to pay particular
and regular attention to the falshood &
virulence of the London Eveng and Pub. Ledger?
9.
Here would be a convenient vehicle
to make public all Parliamentary bills and other
public projects concerning which it might be the wish
of Administration to sound the dispositions of the
people previously to their being brought formally
upon the carpet. In particular the public
might be prepared for the E. India business.
