contrivance with regard to constitutional changes, &
other coercive & unpopular measures as it may be found necessary
to adopt with respect to America. Various
projects might be proposed, some more some less
coercive; the Minister might be clamoured against
for pusillanimity; and he ight get the merit
of assuming adopting measures that will appear mild in comparison
of some that were might be proposed to him through
this channel.

As one means of obviating suspicion it might be
adviseable that some of the letters &c written for
the paper in question should be offer'd at the same
time to other Papers.

It might have a good effect if now and then,
when any letter that contained any thing striking in it
in favour of opposition appeared in any other paper,
to which at the same time it was thought
a compleat and satisfactory answer could be given,
such letter were to be transferred <foreign><hi rend="underline">ex professo</foreign></hi> from
such other paper.

There can be no doubt but that should we succeed
in America, in order to settle matters upon
any tolerable footing of stability many invidious
measures must necessarily be pursued. It will be
of great advantage to Administration that every thing
should be done o such as that can contribute to
make it believed that such measures were rather
forced upon them than embraced through choice.
