Memorial.
11.
When the main body of a man's sentiments are
favourable to Adm:n it may have rather a good
effect than otherwise, if now and then sometimes blame
sometimes as well as commendation were seen to issue
from the same signature, especially since it
may be contrived that the blame may do service
in its way as well as the commendation. Commendation
that is thrown in in the way of concession,
and with marks of unwillingness may in
certain cases have a much more conciliating
effect than downright commendation panegyric.
12.
Much good it is conceived might be done, by
throwing in observations of a general spect, and
thrown in apparently without design, but tending to sooth
the temper of the people, to dispose them to condemn
and to counteract that propensity to them put the
worst construction upon the actions conduct of men in office
which is so universal in human nature.
13.
That proneness to censure which prevails so universally
in mankind seems to be rooted not so much
in malignity, as in pride: in that impatience and
that ostentation of sagacity which both proceed from
pride. Those not naturally ill-natured are apt to
ascribe every man the measures of men in power to the
worst motives, for fear of being thought dupes if they
ascribed them to any better. Fond of their own
opinions however hastily assumed they will not give themselves the trouble
of examining whether such as clash with them
have any reason on their side.
