Memorial.

22.
This being The nature of mankind being such, men in office
would stand but an unequal chance if equal
skill and equal industry were employ'd in their defence
to what is employ'd in their accusation.
What reason can have for wondering at any odium
they may be held in when every thing that can be said is said against
them and next to nothing in their defence?

23.
It may be corrected: but it requires skill & effort to
correct it.

24.
The readiness of men to enlist will always depend in some
measure to their opinion of the cause.

25.
They perceive not that they may be become as great dupes
by thinking worse of one another a Minister those they deceive
as by thinking better. That idea (which has never been hitherto insisted on so much as it might and ought to be) it should be one part
of the business of a paper of this sort every now &
then to hold up to them.

26
When a War becomes necessary if a Minister cannot
find resources to support it,
he must give yield (his place) the due to some other
Adventurer: the Sovereign must have the mortification
of desire being seeing himself obliged to dismiss a Servant,
probably a whole train of servants, in whom
he has been accustomed to put confidence, and whom
perhaps he loves.

27.
Money'd men will either open or shut their purses
according to their opinion of the stability of the Government
and of the administration which will always depend in great
no small degree in the apparent favour they are in with
the people.
