next consideration is how employ the labours of
those advocates to the best advantage.

Sr Rob: Walpole who was whose fault indeed was
not by any means the punctiliousness of public virtue,
Sr Rob:t Walpole employ'd the advocates
here spoken of in at least as great a number and
at as great an expence as could was to be wished. But
the vehicle in by which the of his advocates
were (convey'd) communicated to the public, mostly
that of Pamphlets. If they made use of
Newspapers (for that purpose) it was only occasionally,
by now and then inserting a detailed
letter or two in answer to to such adversary to the
happen'd to appear some letter or other on the
other side that seemed particularly to demand an
answer. The great artillery of paragraphs which
is the artillery that for reasons that will be mentioned
presently, makes the most impression, was either
not empoy'd at all, or at least but indifferently
served. He saw not it should seem the great advantages
which a Minister, might derive from a
Newspaper of his own conducting conducted under his eye. What these advantages
are, and as upon what plan such a Newspaper
might be to conducted, it shall now be our business to
explain.
