5. It has been stated that the times are unfavourable for attempting
such regulations and that any attack at the present Crisis on so large
a Body of fraudulent people would be dangerous to the state – Quite
the reverse – The situation of the Times is perhaps the strongest
and best reason why these people should be narrowly watched –
Their attention is fixed only on one object which is fraud & plunder
and it would seem to be exceedingly dangerous to permit Men to be in
a Situation to exercise their own depraved impulses when by regulation
they can be brought within the power of the Magistrates and rendered
good and regular dealers as well as good and subjects – What is at present
That renders the six thousand Publicans in London and its Vicinity
so subservient to the will of Magistrates and so desirous to conduct
themselves as loyal subjects by preventing seditious meetings in their
Houses but the dread of losing their Licences?

Let these dealers be put under Licences in the same way and a
Phalanx of irregular people will find it equally their interest to support
Government who are at present ready to join in any mischief against
the State – By allowing them to remain as they are there is certain
danger in case of any disturbance because they would unquestionably
join the disaffected, not because they hold Political opinions favourable
to any set of Men who are at present hostile to Government but because
their interference in creating confusion would increase the source for
rapine and plunder.

After these Dealers are put under restrictions this will not be the
Case – They would then be obliged to look up to Magistrates and would
be afraid of offending them – They would be rendered useful in place of
being as at present dangerous in the extreme promoting every species of
Crime and ready for every sort of mischief.
