It may perhaps be supposed that there will be much discontent
in consequence of such a Law, but it will be quite the reverse for every
Man of property will rejoice at it and be exceedingly thankful that an
object so long wished for and so exceedingly wanted is at length obtained
and in place of any discontent being shown by the people who are
likely to be affected by it, it will operate quite in a different way No —
Man can show discontent against such a measure without avowing
himself the Friend of fraud and embezzlement and such People
(even among the most Seditious Spirits who disturb the tranquility
of the present Moment) will not find any supporters for no Man
wishes to appear dishonest or publickly to countenance fraud – No
Person therefore likely to be affected by the Bill will dare to come
forward to oppose it – And no other Class of the Community can
set their faces against a measure the avowed object of which is to prevent
Crimes – To protect the honest Dealer in pursuit of his fair gains, and
to prevent him from being subject to punishment by rendering it difficult
if not almost impossible to Commit Crimes of this Nature – The whole
Nation must applaud the Minister who shall bring forward such a
measure – And the present Dealers in the place of being turbulent, will
be humble and cautious in order to prevent any difficulty in procuring
their Licences – They will feel exactly as the publican do – Disposed from
Interest to do every thing in their power to support the views of the
Magistracy.

6. Another objection has been stated against the quantum of the Licence
Duty, as if Parliament would object to it at too high. If protection cannot
be given without expence where is a fund to be looked for so properly as
from that Class who occasion the necessity of such protection? The
Revenue necessary to support the Police of every country ought if possible
