It does not seem to be of much consequence whether the foregoing
estimate be accurate to a point or not: It is sufficient to ascertain that
it approaches near the Truth and certainly nothing can be more self
evident or more generally admitted than that the evil exists to an
enormous degree and that it is rapidly increasing in as much as
these Dealers are multiplying every year and are to be seen
starting upon in every part of the Town. It has been asserted by a
very Old and experienced Dealer that about 25 years ago the Number
of Old Iron Shops &c. within the Bills of Mortality did not
exceed 200 or 300 at most — At present they are supposed to exceed
3500 and it is believed that the shops for the Purchase of Naval
Stores have increased almost in the same proportion and a great
part of them may be considered as Systematic Receivers of Stolen
Goods buying every thing that is offered and thereby holding out
to Apprentices Servants and others entrusted with or having access
to property those facilities by which they are enticed to steal and
purloin their Masters Goods which they sell at these shops for
about one third of their value. — Hence it follows that these
Establishments do infinitely more mischief than Pawn Brokers.

The latter Class of Men have by the Vigilance of the Legislature
been placed under strict regulations which the former Dealers
who are by far the most numerous have been heretofore allowed
to pursue their Nefarious practices unrestrained and with
impunity at the expence of the Property and Morals of the
Community — The enormities which are committed through
these mediums extend to an incredible number of Articles which
under the present circumstances support many Thousands of
