5. Itinerant Dealers in Wearing Apparel &c.

The License proposed in this instance relates to Itinerant Dealers in Second
Hand Wearing Apparel. It being obvious that many of the Robberies committed
in and about the Metropolis are effected by the assistance & thro'
the medium of these wandering Jews who are constantly lurking about the
Areas, Windows, Coach Houses and Stables of Men of property under
pretence of buying Old Cloaths but chiefly for the purpose of holding out
inducements to Servants to Steal and Purloin their Masters property which
they buy for almost nothing or to pilfer themselves when they have an opportunity
the putting them under regulations is of such obvious utility as
to require no Elucidation. — Itinerant Jews collect every thing and their
influence with Founders of Metals when Trade is brisk is hardly to be
credited. — There are instances of Founders purchasing their own new unfinished
Goods, which had been Stolen by their Workmen and to wink at
the Felony for fear of their usual supply of Old Metal being stopped and
their Business hindered as they must have Old Metals to work with new.
A regulation which would check and as far as possible prevent the Crimes
which are committed by these Itinerants would be an act of great humanity
to every Class of menial Servants who are tempted to commit
Crimes which but for the Artful Conduct of these Wanderers would not
have existed. It is therefore of great consequence that they should be
Licensed by Magistrates and put under such restraints as will compel
them to carry on their business without those extensive injuries to
Society which are at present experienced.

6 Pawnbrokers Selling forfeited Pledges by private Sale.

The License proposed in this Instance relates to Pawnbrokers a Class of
Men whose utility is Still doubtful and will remain so in the breast
of every Man who will be at the Trouble of developing the Miseries and
the Crimes which they occasion. They are exactly 292 Licensed Pawn
