even to the exclusion of a reputed Thief or a Notorious Swindler. — The Poor
and the Distressed are therefore liable to fall into the Hands of Persons
devoid of all feeling who may at once cheat the Simple and ignorant and
Second the Views of the fraudulent. — A Proof of the Character of the Parties
and of their being proper persons to be intrusted with Licenses while it does
not at all disturb the present System will prove an object of great
humanity to the poor by putting these people upon their Guard. —

It is well known that great impositions arise from the poor being
ignorant of the manner in which they are protected by Law and by
the Circumstance of no immediate Superintendance resting with
Magistrates and it is supposed that at present many carry on the
Business of a Pawnbroker Secretly without License who would be
found out if the Superintendance rested with Magistrates. In this
estimate they are therefore taken thus.

7. Wholesale Dealers in Old Iron and Metals.

The License proposed in this Instance relates to wholesale Dealers in Old Iron
and other Metals; It embraces objects of the greatest magnitude and in
which the best interests of Society are involved namely the preservation of
the Morals and the Property of many Thousands of his Majesty's subjects
which suffer in an eminent degree thro' the medium of those Shops called
Old Iron Shops which this Bill puts under regulations. — The evils resulting
from these Establishments are: The embezzlement of His Majesty's Stores:
Depredations committed upon the property of Individuals: The encouragement
of Theft and Dishonesty among all Ranks of the Common people: The
depravity early introduced among the Younger part of the Community
who from the inducements held out by these Dealers are taught to
become Thieves before they are Old enough to know that it is a Crime. —
