among many Proofs already given that nothing but restrictions upon
all Persons dealing in or using the valuable Metals in Trade can ever
check dishonesty. The Iron collected by these Shops is generally Sold to
Wholesale Dealers — Smiths &c — the Copper to Coppersmiths — Founders
&c — The Brass &c to Founders and others — The Lead to Plumbers —
Pewterers — Toy makers and others. The Pewter of which vast Quantities
melted from Pewter Pots Stolen from Publicans &c is sold to Pewterers
Pewter Pot, and Toy makers. The Tutannegge is Sold to Coach Ornament
Founders and to Jews for the purpose of making bad Shillings
and it is no less strange than true that many Manufacturers of Metals
esteemed Men of Credit and reputation from the temptation of buying
cheap frequently buy very suspicious Articles and even Pewter which
has been melted to prevent detection in large Quantities without asking
any Questions: Hence arises the necessity of putting these Dealers under
restrictions as well as the other Classes.

9. Persons purchasing Old Iron or other Metals for Manufacture

The License Duty in this Instance relates to Manufacturers purchasing
Old Metals of any Kind for their particular Manufacture
from any persons not being Licensed Dealers. The System would
be incomplete and the Public Security against depredations would remain
as at present if all dealers in Old Metals without any exception were not
under regulations. The Honest Manufacturer will be amply repaid
for taking out a License to purchase Old Metals by the protection he
will enjoy against the embezzlement of Workmen as Iron Shops will
no longer be able to purchase or dispose of Stolen Metal in Ingots or
unfinished Cast work. Such Manufacturers will also by this Bill
be protected against the Tricks and Artifices which enable fraudulent
Persons to create an Artificial Scarcity and to advance the price of
Old Metals which is frequently effected by Itinerant Jews who at present
do a great Deal of Business in this Way and Carry on This Trade generally
