by paying part of the purchase Money in bad Farthings which they make
out of the Copper they Collect in this way and by converting Tutanegge
&c into Counterfeit Silver Coin to the great injury of Manufacturers and
Society in General. Any Manufacturer thinking these advantages too
small to counterbalance imaginary inconvinience may purchase Old
Metals from Licensed Dealers without any License or restrictions: The
Presumption is that they would not forego the advantages of purchasing
from the Public at large and that at least 1500 will take out Licenses.

10. Persons Keeping and using Crucibles &c.

The License proposed in this Instance relates to persons Keeping and using
Crucibles, Melting Pots &c for the purpose of casting or melting Copper,
Brass &c. This regulation would certainly throw much difficulty in the
way of Coiners of base Money & lead to the discovery of many frauds.

11. Carts employed in collecting Naval Stores &c.

The License proposed in this Instance relates to Persons Keeping and
using Carts for the purpose of Collecting Naval Stores, Metals &c by
Wholesale from retail Dealers in those Articles. From these Licenses
much Good will arise to the Police as well as the Revenue as they
are either kept by opulent Dealers or by Jews living in obscure places
and who encourage depredations of every kind. They are profitably
employed and can well afford to pay the Duty.

12. Truck Carts employed as above

The License Duty in this instance relates to Truck Carts which are
by many used as substitutes for Draught Carts. Upon these Trucks
from 5 to 6 Hundred weight are drawn at once they are therefore a
part of the same System and require also to be regulated for the
public Safety

The operation of the proposed Taxes will fall pretty equally in
proportion to the extent of the Trade carried on and the profits
obtained thereby. It frequently happens that a Dealer in Old Naval
