Stores for remanufacturing into inferior Stores for small Craft is and
will be a Dealer in Hand Stuff and Rags in which case two Liceses
must be taken out. And in like manner it will happen that the
Dealers in Old Metals will also chuse to deal in Rags and Hand Stuff
In such Cases also two Licenses will be necessary and perhaps three or
four as the case may be if the Dealers shall also keep Draught and
Truck Carts: but this will never be done unless such Dealers find they
can well afford it from the extent of their business and Profits attached
to it. The Pawnbrokers will in like manner in some cases take out
three Licenses: one under the existing Laws a Second for the Liberty of
Selling unredeemed pledges and a third to sell old Metals and Stores.
but in all cases where the parties shall chuse to subject themselves to
these imposts it will be in consequence of the Trade they Carry on being
to such an extent and producing such Profit as to render it desirable; and
in such cases it is fair to presume that the Profits of the Business can
well bear such imposts.

The whole of the Dealers now proposed to be made subject to the
Provisions of this Bill form in so great a degree the Root of that evil from
whence every fraud and depredation Springs which it is the object of
this Bill to correct that it is impossible to separate them — The Old
Store Shops for Instance are intimately connected with the Rag and
Metal Shops and in like Manner the Dealers in Old Wearing
Apparel are equally connected with the Pawn Brokers.

Clause 1st. — The Selection of these different Dealers as objects of regulation embraces
almost every thing that can contribute in any great degree to the
prevention of Crimes because it is thro' their medium and by
means of the assistance and facilities which they afford that
almost all Crimes are committed and as it can be fairly averred
that only the fraudulent part of the Community who are at
