This Clause establishes restrictions as the Hours when the Dealers to Clause 15.
be Licenced by this Act are to carry on their Business and the Persons from
whom they are to purchase. There is a precedent for the first part of the
restrictions in the Pawnbrokers Act which if carried into execution in
the correct Manner which it is expected this act will be if that provision
relative to Inspectors be ultimately passed into a Law would be productive
of the greatest good: for at present almost all fraudulent dealings
and receivings of Stolen property are carried on at unreasonable Hours
and it is believed that this restriction would be a useful check against
the fraudulent without being any hardship to the fair Dealer who
desires no concealment: The other regulation as to the age of the Persons
who shall be permitted to Sell is of great consequence to be established
for it is a melancholy fact that at present fraudulent persons employ
their Children as soon as they can Lisp in carrying Articles to Pawnbrokers
and Iron Shops &c and often in pilfering and Stealing trifles
with which they are afterwards sent to these Places to dispose of
and hence it is that they learn to be Thieves and to procure Money fraudulently
to gratify real and imaginary wants before they are old
enought to Know that it is a Crime; and trained from their infancy
to these habits they become nuisances in Society at that Period of Life
when by proper education they would have been useful members.
This Clause under a Vigilant Police aided by Inspectors and Superintending
Magistrates
as hereafter explained will strike at the Root
of an evil in the Education and bad Habits of Youth of both Sexes
which is of great consequence as the prevention of profligacy and
Crimes among the rising Generation is of great importance to Society.

This Clause fixes a Penalty to be paid where Persons carry on any of Clause 16:
Trades within the restrictions of this Bill without taking out or
receiving a License for that purpose. — The parties offending in
