this Case forfeit the Goods so purchased besides a Penalty of from 40s to
£10 at the discretion of the Magistrates according to the Nature and extent
of the offence. — This is a common Clause in all Penal Statutes.

Clause 17 This Clause authorises His Majesty to appoint Inspectors in each of the
Licensing Divisions who shall be paid in proportion to the number of
Licenses Granted provided the aggregate Salary in no case exceeds 100£
a Year. — The best System of Legislation that ever was devised may be rendered
ineffectual if not properly executed — The present System above all requires
provisions for a vigorous and energetic execution because it is a
System which is meant to pull up fraud and depredation Root and
Branch if possible. — It applies to a Class of People who are full of
resource and subterfuge in whatever tends to defeats Justice. — If
therefore the good purposes of the Bill are to be carried into execution
the Dealers who are to fall under its provisions must be narrowly
watched and hence arises the propriety of Inspectors with a State
Duty assigned them. — This System has been applied to the
Revenue Laws without which they could not have been executed
and without a Similar check it is not probable that this proposed
Act can be carried into execution with those advantages to the Public
which are expected seeing that is the most fraudulent part of the
Community who are meant to be affected by it

Clause 18. This Clause empowers the Inspectors to be appointed in pursuance of
the preceding Clause and also the Constables and other Officers of Justice
to enter Houses of their own authority in the Day time and
by Special authority of a Magistrate in the Night to Search for King's
Stores and other Stolen property where the occupiers of such Houses
are Licensed Dealers And they are also authorised to see that the
Act is in all respects carried into due and effectual Execution.

This is a continuation of the System of Vigilance which the Bill
is meant to establish, and must have a very Good Effect.
