By this Clause the same System of Vigilance extends to Persons suspected Clause 19.
of Dealing in or having in their Houses Stolen property or property
obtained by purchase without License. Such Goods are to be seized
an confiscated and the parties to be subject to a Penalty besides —
This follows as a necessary regulation without which innumerable
Frauds would be committed.
Provides that the Goods so seized and confiscated should be sold by Clause 20
Public Auction previously however obliterating or effacing the Kings
Mark wherever it may be impressed on any of the Articles seized that
such Goods may not be afterwards used as a cover to protect the same
Kind of property which it is believed is often done at present by fraudulent
persons who deal in Naval Stores and Metals who are in the
practice of attending the Public Sales of unserviceable Kings Stores
principally for the purpose of Selecting such Articles as will serve
as a cover to their Dealings in a criminal way in the same Kind of
Goods. — It would in this view be a useful measure to abolish these
Sales entirely and to Sell all Old Stores at private Sale to persons who
would not use them as Instruments of Fraud. A sufficient number
of fair Dealers could be found who would give as high a price at
private Sale as is now obtained by Auction for every Article disposed
of by the Navy or Victualling Boards. —
Contains the usual Penalties and forfeitures for obstructing the Clause 21.
Inspector or other Officers of Justice in the proper and discreet execution
of their Duty. This Clause has been copied from the Police Bill
which was framed by the present Lord Chief Baron when Solicitor
General in the Year 1786. — Under circumstances where a correct
administration of this part of the Duty of Officers of Justice had
been fully considered with a view to remedy most of the difficulties
which were supposed then to exist in this Branch of the Police System. —
It is a Clause merely of form and may be modelled in various ways.
