But is highly probable that the whole expence of the expence of the Act
being carried into execution will not reach 4 P Cent on the Money collected
which will be a very small object indeed where the Benefits are like to be
so extensive in saving such an immense Annual Sum to the Nation as
well as to the Individuals forming the Community at large.

Clause 27. This Clause provides that within the District specifyed in the Police
Act the same Receiver who pays the Salaries and expences of the
Magistrates at the different Public Offices shall also pay such expences
as shall occur in the execution of this Act. This will simplify the System
greatly and prevent the necessity of multiplying Officers; and what is
of more advantage it Connects the Execution of this proposed act closely
with the present System of Police as Established by the 32d of the King.

Clause 28. Specifies the different Dealers and other Persons who are exempted from
the regulations Duties and Penalties of this Act. — If others shall occur
in the course of the discussion they can also be added in the same
Clause: it was principally with this intention that the exceptions
were placed together in one point of view and in a separate Clause by
themselves. —

Clause 29 This Clause specifies in what manner the Penalties and forfeitures
which are recovered by this Act are to be Paid.

Clause 30 This Clause States that the forfeitures are to be recovered before one Justice
& This will give facility to whatever relates to the Speedy executions of part of the Act

Clause 31. Gives the Magistrates a power to mitigate Penalties

Clause 32 Authorises the form of the Conviction

Clause 33 Establishes a power of appeal to the Quarter Sessions but no removal
by certiorari or otherways.

Clause 34 Limitations of actions to 6 Months. Persons sued may plead
general issue and Tender amends.

are to be found in a Schedule annexed to the Bill.
