The writer of these observations after a minute and Laborious attention
to the subject of this Bill and after again and again conversing with
Persons well acquainted with the nature and extent of the enormities
which exist as well as the mischiefs which are meant to be corrected and
also the means proposed for the purpose of remedying the evil verily believes
that the System proposed when well administered if it does not
thoroughy prevent those Crimes and Misdemeanours which press
so hard upon the Public it will at least go very far towards the
attainment of that desirable Object: And in this view when taken
in connection with the Present state of Society it will prove one
of the greatest blows ever given to Fraud embezzlement & depredation.
Estimates of the extent of any evil which calls for a Legislative
remedy are always useful in elucidating and explaining the
Objects which may be in view whether they are perfectly accurate
or not provided they are within the Mark.

The following estimate of the probable advantages of the Bill by
the correction of existing evils is therefore given on this principle: not
as an accurate and Specific detail of the precise benefits which will
accrue to the Public and to Individuals from the operation of the
Bill: but as a Statement which may deserve some little credit
in as much as it has been formed after many conversations and
much information Obtained from those whose Line of business
and Situation in Life afforded them the means of extensive
Knowledge uupon subjects of this Sort. — After this previous
explanation the writer of these remarks has no hesitation in asserting
it as his firm opinion that if the present Bill shall pass into a
Law and shall be ably accurately and prudently executed the
Benefits resulting from it will be nearly as follows viz — (in London
and the neighbourhood exclusive of the Country but including the Dock Yards).
