Wholesale Dealers and they divide the Profit between them with this difference
that the wholesale Dealers generally have the largest Share
and upon that Ground should pay a higher License Duty.

Query 6
Whether Pawn Brokers and all Traders buying Metals and Second hand
Goods should not be restrained from advancing more than a very small
limited Sum to Strangers till the Goods have been left for a certain
time; suppose three Days.

Answer

This is an excellent regulation provided it shall be incumbent upon the
Persons advancing such Money to the visit the Place of residence of such
Strangers immediately after they have got possession of the Goods and if
it shall appear that there are any circumstances relative to such Strangers
which shall lead to suspicion that the same shall be communicated to
the nearest Magistrate and provided also that in Place of 3 Days 6
Days shall elapse before the ultimate Sum is paid in order to give the
Pawnbrokers an opportunity of seeing the Police gazette to know if any
such Articles have been advertized

Quere 7
As to an additional License to Pawnbrokers to sell unredeemed Pledges
which seem to be a necessary part of their Trade.

Answer

This Idea was suggested from the circumstances of Pawnbrokers dealing
in Two Branches of Trade namely Money Dealers for which it is
presumed the present License is granted and Salesmen of unredeemed
Pledges which last Branch brings them clearly under the desription
with those Trades now meant to be Licensed. Unless therefore they are
Licensed as Salesmen they will obtain an unfair advantage as Dealers
in Metals and Old wearing Apparel &c over others in the same
Trades who are now meant to be regulated but what is of more importance
unless they are so Licensed as Dealers which they literally are so
as well as Pawnbrokers the Provisions of the Act will not extend to
them at all and infinite abuses through their medium will take place
