for they in too many instances are as much receivers of stolen Goods as
those who are meant to be regulated by this Bill. Besides it will be found
on examining the Pawn Brokers act that on all Pledges above ten Shillings
the Public Revenue receives a benefit from the Auction Duty but for
all Pledges under ten Shillings which are the major part the Revenue receives
no benefit whatever while such Pledges are most productive of profit to
these Pawnbrokers in consequence of their disposing of them not by Public
Sales as Pawn Brokers where the owner receives the Surplus but as Dealers
where the whole benefit rests with themselves.

Whether the use of Crucibles and melting Pots, on the possession of Melted Metals
should not be wholly prohibited to all private individuals except those
exercising the Trades enumerated in the act and for which Licenses are required
If so the 10th Clause unnecessary.

Answer

Upon reflection it would seem expedient not to Prohibit entirely the
possession of melted Pewter or Solder by Dealers Licensed by Virtue of
the proposed act as cases may occur where small quantities may come
into the possession of such Dealers in the course of fair Trade. It will
sometimes happen that Pewter or Solder may be melted by accidental
Fires in Houses and as Solder is frequently used by Glaziers and Plumbers
it might be thought a severe restriction to prohibit it entirely especially
upon the first experiment before it is seen clearly how far such a restriction
may operate. – the 10th Clause above aluded to allows no person to have
more than three pounds weight of melted Pewter or twenty eight pounds
weight of Solder in his possession at any one time and such person
must be a Dealer within the intent and meaning of the Act. With
regard to Crucibles and Melting Pots it seems to be clear from the
the Provisions of the Bill that no Person unless Licensed for that purpose
can use or set up any such Crucibles or melting Pots nor can any License
be granted to any Person for using such unless coming under the
description of Metal Founders which description is is apprehended
will include Gold and Silversmiths Refiners and every other Class of
