Tradesmen or Manufacturers who in the course of their Trade have occasion
to melt metals of any kind. The regulation proposed by which such illegal
Founders shall be prohibited from melting any Articles purchased for
three or more Days shall elapse after such purchase is made would be
an excellent check as would also the further regulations obliging all
Persons melting metals into Ingots Bars or into any other Shape
to stamp the same when melted with the christian and Surname
of the Party so melting the same: and it might be proper to introduce
a Clause Prohibiting all Dealers from purchasing any Metal in a
melted State upon which such mark is not impressed. The only
doubt which arises from the restriction respecting crucibles is whether
it might not extend to a great many opulent and respectable Dealers
and Manufacturers of Gold and Silver who could think it a hardship
but this might be softened in some degree by allowing such Licenses to be
taken out so far as respects Crucibles without the Interference or Controul
of the Magistrates and so far as respects such last mentioned Dealers
there can be no material objection (in order to make it more palatable)
to allow the Master and wardens of the Goldsmiths company to grant
such Licenses they making a regular return of the same to the
Quarter Sessions and purchasing the Stamps in the same manner
as the Stamps for Ale Licenses are purchased at present by the Clerks
of the Licensing Justices

The best mode of rendering the proposed License Duty on Carts & Trucks
effectual

Answer

The Clause as it now runs in the Bill subjects all Persons being Licensed
Dealers who use or Keep any Cart for the purpose of conveying or
carrying any Naval Stores Metals &c to the License Duty mentioned
in the Bill and the 16 Clause subjects all Persons not duly Licensed
who shall keep such Carts to a Penalty of 10£ nor less than 40 Shillings.
The difficulty here seems to be to guard Persons not being Dealers
against the Penalty of the Act who may innocently remove a small
quantity of any of the Articles therein enumerated. In the 18th Section
