With regard to that part of the Bill which relates to Counterfeit Coin it
would seem expedient that it be made part of another bill applicable to that
object and as it is improbable that an act will pass this Session of Parliament
in consequence of a representation which will be made to the Lords of the
Treasury upon the defects of the Laws relating to the Coinage it certainly
will be proper to leave all the Clauses which relate to base Money and
the utterers thereof totally out of the present Bill.

Having thus gone through the various Queries which have been made
upon the Perusal of the Bill it remains now discuss such other points as were
suggested as useful additions to the Present proposed System of prevention.
The most prominent of these is the Proposition for altering the mode of rewarding
Prosecutors and Officers of Justice who being offenders to Trial in the
different Courts of Justice. After the matures & Consideration it would seem
expedient in the highest degree to abolish the rewards of £40 for the courrection
of such offenders under the present modifications and to establish a rule by
which the Judge who tries the criminal shall have power to reward
prosecutor Witnesses and Apprehenders according to the Circumstances of
the case and the Trouble of the Parties concerned at the direction of the
Judge with a sum not less than £5 nor more than £40 upon any one
prosecution or Indictment to be divided as such Judge may think proper
with power also to grant such rewards if the merits of the Case shall appear
to deserve it whether the party Indicted and Tried shall be convicted or
acquitted limiting the said of such rewards to cases of grand Larceny
Felony Burglary and all the other higher offences without any Distinction
which may be tried before the Judges at the general Sessions of Oyer
and Terminer and Goal delivery. A regulation of this sort would have
a wonderful effect in exciting a degree of Vigilance and energy in Officers
of Justice which does not at present exist it being well known that the
Public is subjected to the repeated depredations of Thieves from their
first starting until the period shall arrive when by clear evidence of
their having committed that Species of Crime which is likely to produce
a reward of £40 they are then brought to Justice.
