Same Duties and Restrictions as those, the subsistance of whose family
depends thereon. The proposed Regulations hold out to the Licensed
Rag Dealers an increase of Fair and profitable Business, which will
enable him to live honestly; and on the contrary detection and
punishment if he is fraudulent. The Regulation of that part of the
Business which relates to hand stuff will prevent much embezzlement
and destruction of property which is at present carried
to an extent that I should not have credited, had I been unacquainted
with the Business - The Duty is so small that the number
of general Rag Dealers will be increased rather than diminished.
Dealers in Old Iron & Metals. Notwithstanding the immense benefits
the Public will derive from these People being under the controul
and proper influence of Magistrates its humanity and Policy must
be admitted to be greater, by every Man who reflects for one Moment
upon the number of persons who have been banished from their
Country, many of whom might have been useful members of Society
, and a blessing to their friends and relatives: had not their
minds been corrupted in their infancy by frequenting these Shops
(which this act would in future prevent) and had not the temptations
held out by persons keeping these Shops reduced them into a
View of every kind and hardened them by degrees to proceed from Crime to Crime: till their destruction was effected.
The fraudulent part of this business is not carried on so openly as
it was, owing to the Vigilance of the Police, but it is carried on
privately to as great an extent as ever. The more private this business
is conducted the more destructive in its consequence and should this business be
suffered to extend itself in the manner it lately has done, to Chandler
Shops, Green Grocers &c detection or prevention will be almost
impossible under the existing Laws. The property of no man will
be secure and Servants of every kind, with the Offspring of Tradesmen
and Mechanics, will be unable to perform their necessary duties
without being exposed to the hazard of Seduction and Ruin.
Wholesale Dealers being obliged to enter in a Book the names &
Places or Abode of all Persons, from whom they purchase any
considerable quantities of Metals - being subjected to a penalty.
