And their premises as well as these Books being open to Inspectors
they may with attention prevent illicit practices being carried on
by either Licenced or private unlicenced Dealers. Many Brokers of
Property as well as some Pawn Brokers would give up dealing
in Old Saucepans and Flat Irons &c which (with their increase of
business in the Rag Trade) by enlarging their fair> Trade (In second
Hand Articles) would enable Persons keeping Rag & Iron shops
to live Honestly, and thereby remove that necessity which under
the present circumstances of the Trade in some measure compels
them to be calculated to benefit the Honest Dealer to prevent frauds
and embezzlements being carried on to any extent and if carried
into effect will preserve not only the lives but the Souls of
Thousands.

4th, Dealers in wearing Apparel &c. The regulations applied to this
Class of Dealers will I doubt not prevent an innumerable variety
of depredations and by the of Persons dealing in Second
Hand Handkerchiefs being open to Inspectors they will be such
a check to Pick Pockets as nearly to annihilate the practice
and by arresting Vice in its Bud stop their future Crimes towards
Crimes of a greater consequence.

The Licence Duty being very small and their profit very large
the few Pawn Brokers who may decline Selling Wearing Apparel
by retail will probably (by an increase of Business) indemnify them lb/> for such Licence. I am of opinion that none of the proposed
regulations can injure the fair Reader in Old Cloaths &c

5. Itinerant Dealers in Wearing Apparel. The greatest part of these
Dealers initiate, and entice deviant apprentices and Youth into
dishonesty: they may be called the private Tutors of Thieves, and
the Wet Nurses of Robbery. – The manner in which this Traffic
is at present carried on is a regular system of Seduction & Villainy
The Revenue from the Licence Duty is in this case is of no consequence
when compared with the Benefits which will result from this
Business being confined to Persons of Honest repute. The regulations
applied to this Class of Persons will in every point of View be productive.
