of the best consequences. The difficulty of proving Base Foreign Coin
to be counterfeit may perhaps render it expedient to confine those
restrictions to the Current Coin of this Kingdom. The quantity of base
Coin at present in circulation is immense the proposed restrictions
will prevent its increase, and diminish by degrees its present
extent which is injurious to the community at large but particularly
distracting to the Poor.

Manufacturers of Metals. The Duty and restrictions do not affect
them as Manufacturers; but as Dealers in Old Metal.
Manufacturers at this time purchase the greatest part of their
Old Metal from Dealers and as they may in future continue
to purchase of the same Persons (if Licenced Dealers in Metal)
without being required to take out any Licence as a Manufacturer
if he under the restrictions or liable to the Duty it must
be by choice and because he thinks it an advantage to be a
Licenced Dealer in Metals.

The temptation of buying Old Metal cheaper of the Public
than of Dealers and the Duty to be paid by the manufacturers
being so much less than the Duty paid by the wholesale Dealer
in Metal, will induce many to take out Licences to Deal in
Metals in which case they will be and it is not only necessary
but fair that they should be under the same restrictions as
others following the same employment. The regulations relative
to Melted Pewter will prevent Pewter Pots being Stolen to any
considerable extent the prevalence of which practice I have
reason to think (from circumstances which have come under
my own observation) occasions a Loss to most Publicans greater
than the amount of every Tax they pay!

Pawnbrokers Selling unredeemed Pledges otherwise than by Public
Auction. – The Licence Duty of £10 and the additional Licence
if they sell old Metals or Articles made thereof by private
Sale affected them not as Pawn Brokers but as Salesmen
as if the Sell their forfeited pledges by Public Auction and so
