to dispose of and hence it is that they learn to be Thieves and to
procure money fraudulently to gratify real and imaginary wants
before they are old enough to know that it is a crime, and reared up
from earliest infancy in these Habits they become nuisances in Society
at that period of Life when by proper education they would have been
useful members. This Clause under a g vigilant Police aided by
Inspectors and Superintending Magistrates as hereafter explained wouldill
Strike at the root of an evil in the Education an bad habits of the Youth
of bothe Sexes which is of the greatest magnitude in as much as the
prevention of profligacy and crimes among the rising generation
must be considered as of great importance to Society.

This Clause fixes a penalty to be paid where persons
carry on any of the Trades within the restrictions of this Bill without
taking out or receiving a License for that purpose. The parties
offending in this case shall forfeit the Goods so purchased without
being duly authorized to do so besides a penalty a penalty of 40/
to £10 in the discretion of the Magistrates according to the nature
and extent of the offence. This is a common Clause in all Penal Statutes.

This Clause authorizes his Majesty to appoint Inspectors
in each of the Licensing Divisions who shall be paid in proportion to
the number of Licenses granted provided the aggregate Salary in no case
exceeds £100 a Year.

The best System of Legislation that ever was devidsed may
be rendered ineffectual if not properly executed. The present System
above all others requires provisions for a vigorous and energic execution
because it is a System which is meant to pull up fraud and
depredation root and Branch if possible. It applies to a Class of
People who are full of resource and subterfuge in whatever tends to
defeat justice. If therefore the good purposes of the Bill are to be
carried into execution the Dealers who are to fall under its provisions
must be narrowly watched and hence arises the propriety of Inspectors
with a Stated Duty assigned them. This System has been applied
