to the Revenue Laws without which they could not have been executed:
and without a similar check it is not probable that this proposed Act
can be carried into execution with these advantages to the Public which
are expected seeing that it is the most fraudulent part of the Community
who are meant to be affected by it.

This Clause empowers the Inspectors to be appointed in
pursuance of the preceding Clause and also to the Constables and other
officers of Justice to enter houses of their own authority in the Daytime
and by special authority of a Magistrate in the Night to Search for
Kings Stores and other stolen property where the occupiers of such
Houses are Licenced Dealers, and they are also authorized to see that
the act is in all other respects is carried into due and effectual execution. This
is a continuation of the System of Vigilance which the Bill is meant
to establish and must have a very good effect.

By this Clause the same System of Vigilance extends to
Persons suspected of Dealing or having in their Houses Stolen property
or property obtained by purchase without License, Such goods are to be
seized and confiscated and the parties are to be subject to a penalty besides
this follows as a necessary regulation without which innumerable
frauds would be committed.

Provides that the Goods so seized and confiscated shall
be sold by Auction previously however obliterating or effacing the
Kings Mark wherever it may be impressed on any of the Articles
seized, that such goods may not afterwards be used as a cover to protect
the same kind of property which it is believed is often done at present
by fraudulent persons who deal in Naval Stores and metals who
are in the practice of attending the Public Sales of unserviceable
Kings Stores principally for the purpose of selecting such articles as
will serve as a cover to their Dealings in criminal way in the
same kind of Goods. It wouldill in this view be an useful measure
to abolish these Sales entirely and to Sell all old Stores at private Sale to
persons who would not use them as instruments of fraud. Enough of
fair Dealers could be found who would give as high a price by private
