Plan for Preventing Depredations on Horses.
To establish an office in London to which shall be transmitted all accounts
of Horses bought sold exchanged or Lost also of all Horses travelling
through any Country for Sale accurately described each of which may be
entered on Pr Schedules annexed in less than four Minutes whereby
a correct Statement is immediately seen of the progress of all the Horses
in Great Britain rendering it next to impossible to sell or travel
with a Stolen Horse without sure and prompt means of detection as
it will render the Loser of a Horse Direct & certain information
where that Horse was Sold or what County he is travelling in for
Sale — As a Proof of the improbability of two Horses being mistaken
for each other I refer to the extensive powers of the Schedules where
the entries of Horses are so varied as to Amount to Sixty four Million
of Millions Eight Hundred and twenty seven thousand of Millions
and those might be doubled and trebled if necessary but as it must be
upwards of 2Twenty Millions of for those numbers to pass if
each descriptions was to follow as quick as Seconds of time exceeding
in so great a degree the whole of the Horses of in the Universe it will
admit to be reduced as to assist the convenience of execution and
fully embrace the Object in view
It would be an Insult on common Sense to attempt
to point out the advantages that must accrue to the Public from
securing that part of their property and relieving their minds
from Apprehensions inseperable from such circumstances.
As all Acts of Public Justice and Protection of course
abridge for a moment the Liberties of the People and call for a
Surrender of part of their property, this Plan here offered need
not during the whole Life of (almost) any Individual take up so
much of their Time or call for so much of their Property as is
often expended in fruitless researches after the Stolen Horse.
A very Small Sum paid for first entry and a further small
Sum on every transfer of Horses would amply provide for
the expence to be incurred and leave a Balance to be applied
to any Branch of Police Revenue.
