Characteristic features of the present system
add besides the Police Gazette, and the
Calendar of Delinquency which have been already
commented upon being included in the Bill already
presented.

1. Subjecting to particular inspection as many
occupations as are observed to afford particular
facilities and thereby incentives to delinquency
in one or other of its forms in its various branches. This topic was originally
started and is fully have especially handled in Mr Colquhoun's printed Treatise of the Police.

2. Employing for this purpose the principle system of
discretionary bonuses so well established and
approved of in the case of . This topic
is touched upon but not exhausted in the Paper
3. of Notes to the Bill already sent.

3. Presenting Compassing divers ends objects at one (viz: Police
Revenue, and Statistical Information subservient
to National Defence as well as to Political Economy)
at once – i:e: by one and the same set of measures,
and thence not without more expence –
(in the way whether in the shape of pecuniary expence or of unavoidable
vexation,) than would have been necessary
for each one of them alone. This topic remains to be is already suggested in a general point of view in Mr Colquhouns Bill but remains to be more particularly discussed
the discussed in the amended Paper of Introductory Observations still in hand.

4. Subjecting the different Employing for the inspection of all the various classes of persons to
be inspected no more the one and the same
system of inspectors and thereby lessening the field
of inspection and thereby encreasing the facility
of inspection in the instance. Of On this head

a subordinate authority (the proposed Board of Police)
in preference to Parliamentary regulations ready made.
