Another disadvantage attending the existing mode
is the cover protection it affords to stolen goods against those
measures which under a different mode might
be employed with great advantage. As the dealer
is the customer purchaser and the only customer purchaser an exemption
must be given granted to him against from the
penalties which otherwise might be made to attach
upon whatsoever the every person were in whose possession
goods were found, which by having bearing
the King's mark were ascertained to have been
at any time in the possession of he King's officers.
Authority whatever be the na official name of it,
is given to the dealer to keep in his possession
such goods as he has purchased, although they have
the King's mark, and under favour of that authority
goods which were not purchased even in
the mode thus open to peculation, but received
and received knowingly from the thief are had in
and disposed of to an indefinite amount.
Thus it is that the present mode leaves the
door open – indeed wide open to Peculation – and, as
if that were not enough, by the assistance of this
peculation, throws holds open to another door to theft.
