Hence it is that the pursuit prosecution of Smugglers in
detail, the prosecution of them, for specific customers
of delinquency, on the ground of penal law, is a
very hopeless chase: but, in the character of
Unavosed-Employment hands, they might under
the proposed system, be swept off the coast the coast might be cleared of
them by wholesale.

What is and has been your occupation? Having
by the supposition, no other than this of smuggling,
they a man will be unable to prove any other
than Smuggling. He will therefore remain
eiher fruitlessly as well as falsely loquacious,
or else mute: "unable" (in the words of the existing
law) "to give a good account of" himself.
