Voice, the form of speech to which vocal Music is
always adapted, has already in this respect a vast
advantage over prose: on which account it served
as in default of a succedaneum to printing it served as a vehicle
to the first sets of moral precepts the first histories, moral compositions and the first laws.
To the aid thus given to the retentive faculty, Music makes another addition to nor that an inconsiderable
one, to the aid given afforded to the retentive faculty
by verse, and that, of at least equal magnitude.
Measure gives to an composition the faculty of being retained; but it
is melody only that gives affords the inducement and
occasion to retain it. In solitude, a composition thus
recommended adorned fills up occupies the vacant minute: in choices
it conspi continues its operations on the memory retentive
faculty
during the festivity of social assemblies. By
the help of these aids, employ'd with due frugality,
the hold given impression made to a composition over on the memory
may be indelible.

I say, with due frugality: for the re in every
individual the powers of the retentive faculty are
limited: and in individuals of that description
particularly limited. The subjects as well as melodies of popular songs
destined to this use should be are a selected with as
much religious care as the subjects of laws legislation: and the quantity stock
of words
of neither husbanded with a degree of frugality contrasting
as much as possible with the ruinous prodigality
displayed in the disposal of the literary matter of
the laws.
