by the exertion of which the faculty of loco-motion
in all its forms is exercised included,
loco-motion therefore itself in all its forms,
walking, running, leaping, dancing capering, are necessary
to the so to full full health, and to the full development of bodily strength, on which
depends at the same time the health and strength
of the incorporeal part of the human frame. But
all the occupations in which the dexterity and attention
of very young children have hitherto been applied
indeed all to which they seem capable of being
applied are exclusive of free air, made the unattended
with energetic exertion, and incompatible
with the exercise of the faculty of loco-motion: the
body in a sitting posture, while some trifling motion
of the extremities limbs chiefly the fingers
compose all the energy. constitute the sum of the energy.

At this first stage of the capacity for industry,
no few if any of the occupations which requires the wielding of a
tool, especially if it be a cutting tool can be
practiced with advantage. Either the strength of
the child would be insufficient to the purpose of
making the requisite impression on the substance subject
to be operated upon, or the degree of inelligence and
dexterity necessary to the preserving himself from
being hurt wounded or otherwise by the tool⊞ ⊞ or from operating the tool is wanting, or the expence
of a tool adapted to his strength would scarcely be
paid for by his work before he had outgrown the use of it.
