fluctuates so much at different
times of the year as to number, (being
from 300 to near 500, as no person being is
obliged to stay if they can maintain themselves)
that it seems impossible to fill
up the blanks as I could wish for Mr
Bentham's satisfaction. The scheme
seems more calculated for a Charity School
or any Institution where the Inhabitants
remain for years and are not weekly
fluctuating as in Houses of Industry.
