Expence of punishment

expence.

An advantage which could not well but would naturally
enough have been reckoned upon is that as the
official establishment necessary to be
to the Colony at its infancy would serve
equally well for numbers a population many times as
great as the original one, thence the rate
of expence per head on this score at least
would be for a long time on the decrease.
This would accordingly advantage would have been realized have been the case
had the resolution been formed at the outset
and rigidly adhered to without deviation, of confining
the seat of the official establishment. The propriety
of such a resolution would be apparent
under in whatever point of view the subject
were considered. In every point of view strange
and are the known results of union:
weakness and multiplication of dead expences
of dispersion. Unhappily the same
