been productive of effects but too conspicuous that present themselves
but too conspicuously upon the face of
the accounts. For the three first years the
ordinary expence of the civil establishment stood at
£2,879.10s: it is now 5,523:10s: little
less than double: for the first two years year the
ordinary expence of the military establishment was at
£6,847:1s:10d; or less for the next still less:
it is now £16,906:4:2 1/4: nearer treble than
double. In regard to situation, the first
ch choice was a hasty one: taste and
kept economy out of sight: a few
flowers turned the scale. After a struggle
of some years, the spot was abandoned, and
so far was right. But now on the great
Continent, there are two posts stations: and as if
the Continent did not afford room enough
a fresh new Colony has been planted in an
almost inaccessible island, at six weeks 1200 miles/leagues
distance. Reasons certainly were not wanting
for these divisions: reasons never can
be wanting: for each division without end and that is the great misfortune:
the division of Colonies settlements is the multiplication
of official establishments and expence.

The advantages expected looked for from such division
may be illusory, they may be real: real
they are most likely to be: but whatever be
the advantage or disadvantage to the authors
or proposers of such a change, the disadvantage burthen
to the mother country is the same.

These distant extremities, these
unnatural are
the parts that require watching,
and which at the same
time are scarcely capable
of being watched with any
effect: the centre
watches itself. At home a
new place with £1000 a
£1200 a year to it makes a sensation:
in New South Wales
ten or twenty times the expence
glides in unperceived.
